Yep this is the kind of dilema I was thinking of. I think if things totally collapse it would be better than if they only get a little worse at a time. If there is some looming major incident, then your "special neighbors" might load up and go to town to see what they can get for free. You can get with your good neighbors and band together.
But if things just fade a little at a time, then these problem folks will be the first to start stealing resources from you and will become a threat to you.
