According to an article published on Tuesday in the Long Island Press, the Pentagon has &quot;has quietly granted itself the ability to police the streets without obtaining prior local or state consent, upending a precedent that has been in place for more than two centuries.&quot; The story, by Jed Morey, refers to recent changes made by the Department of Defense to a U.S. Code titled &quot;Defense Support of Civilian Law Enforcement Agencies.&quot; The changes, Morey argues, are the latest in what he calls the &quot;militarization of domestic law enforcement&quot; and further blur the lines between police SWAT teams and the military.<br />
<br />
These changes, which have attracted media little attention, bring with them the worrying potential for greater involvement by the U.S. military in domestic affairs.<br />
<br />
The changes clarify the rule for the involvement of military forces in civilian law enforcement and establishes &quot;DoD policy, assigns responsibilities, and provides procedures for DoD support to Federal, State, tribal, and local civilian law enforcement agencies, including responses to civil disturbances within the United States.&quot; According to Morey, the most worrying part of the recent changes is the inclusion of vague-sounding language  which permits temporary military intervention in the event of &quot;civil disturbances&quot;:<br />
<br />
&quot;Federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances because:<br />
<br />
(1) Such activities are necessary to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order; or<br />
<br />
(2) Duly constituted Federal, State, or local authorities are unable or decline to provide adequate protection for Federal property or Federal governmental functions.&quot;<br />
<br />
According to Morey, the military is currently &quot;prohibited from intervening in domestic affairs except where provided under Article IV of the Constitution in cases of domestic violence that threaten the government of a state or the application of federal law.&quot; Morey labels the recent changes as a &quot;game-changer,&quot; given that they undermine existing limits to military intervention in domestic affairs. Bruce Afran, a civil liberties attorney and constitutional law professor at Rutgers University, is concerned about the lack of definition contained in the rule, including what constitutes &quot;wanton destruction,&quot; or under what circumstances prior authorization of the President would be considered &quot;impossible.&quot; &quot;These phrases dont have any legal meaning,&quot; he say. &quot;Its no different than the emergency powers clause in the Weimar constitution [of the German Reich]. It's a grant of emergency power to the military to rule over parts of the country at their own discretion.&quot;<br />
<br />
Civil disturbances are defined in the regulation as &quot;Group acts of violence and disorder prejudicial to public law and order.&quot; While Morey quotes an unnamed defense official who claims that the authorization has existed for over 100 years and just has not been exercised before, legal experts are concerned by the changes.<br />
<br />
Afran argues that the rule is &quot;a wanton power grab by the military. It's quite shocking actually,&quot; he continues, &quot;because it violates the long-standing presumption that the military is under civilian control.&quot; Furthermore, he argues that the definition of civil disturbances is broad and vague enough that &quot;all of the Vietnam protests would meet this description. We saw Kent State. This would legalize Kent State.&quot; Eric Freedman, a constitutional law professor from Hofstra University, also labelled the rule &quot;an unauthorized power grab.&quot;<br />
<br />
Morey notes that although the outcomes of previous domestic military interventions in the U.S. have varied:<br />
<br />
&quot;...the protocol by which the president works cooperatively with state governments has remained the same. The president is only allowed to deploy troops to a state upon request of its governor. Even then, the military  specifically the National Guard  is there to provide support for local law enforcement and is prohibited from engaging in any activities that are outside of this scope, such as the power to arrest.&quot; <br />
<br />
Freedman points out that the &quot;The Department of Defense does not have the authority to grant itself by regulation any more authority than Congress has granted it by statute.&quot; Meanwhile, Morey argues that this is exactly what is has just done, and that it is not the first time the Department has attempted to expand its domestic authority.<br />
<br />
So is this a unilateral power grab by the Pentagon that has potentially worrying implications for the future, or is it simply a necessary precaution in case of a legitimate emergency that domestic law enforcement is unable to handle?</div>

PARIS   France has confirmed a second case of a deadly new respiratory virus related to SARS, authorities said Sunday, as they increased efforts to inform the public about how to avoid the illness and watch for its signs.<br />
<br />
A hospital roommate of the 65-year-old man who initially contracted the virus tested positive for the illness. The second patient's condition has deteriorated, requiring treatment in intensive care, Health Minister Marisol Tourmaline said at a news conference.<br />

AP - Five people in Saudi Arabia have died from a SARS-like virus and two more are seriously ill, officials say.<br />
<br />
The seven cases were all from al-Ahsa region in the east of the country, the Saudi news agency SPA said citing health officials. The novel corona-virus (NCoV) causes pneumonia and sometimes kidney failure.<br />
<br />
It is from the same family of viruses as the one that caused an outbreak of Severe Acute Respiratory Syndrome (SARS) that emerged in Asia and Canada in 2003.<br />
<br />
<b><font color="#0000FF">Some historical notes from 2003 Canada:</font></b><br />
<br />
 - Aircraft were quarantined in flight to Canada and all personnel aboard the aircraft were taken into custody upon arrival in Canada due to suspicious Health concerns involving SARS.<br />
<br />
 - President Bush signs an emergency Directive that any traveler suspected of having SARS will be taken into custody for medical evaluation this includes any and all fellow travelers.  (1) Plane was quarantined upon arrival into Denver International Airport.  All Passengers and crew- members were removed to a Federal Facility for follow up Health evaluation involving SARS.<br />
<br />
 - Members of a Medical Health Care Union went on strike do to the limited supplies of Personal Protective Equipment for use by Health Care workers while involved with patients with possible SARS.  Several workers refused to go to work for over a week.  The Canada government stepped in, stated that if the workers refused to work, that the government would draft them into military service; then order them back to work, under the military justice system.<br />
<br />
SARS spread to over 250 people in Canada and 23 died from SARS.<br />
<br />
PS:  This is different then any of the Bird Flu virus reports you have read about.</div>

<b><font color="#0000FF">SHANGHAI, China:</font></b>     There <b><u>may have been limited human-to-human transmission of the H7N9 virus</u></b>, a World Health Organization official said on Monday. There has been no sustained human-to-human transmission but the situation remains &quot;complex and difficult,&quot; WHO assistant director general for Health Security and Environment, Dr. Keiji Fukuda, told reporters.<br />
<br />
As of Sunday the virus had killed 20 and infected 102 in China. &quot;It's virtually impossible to predict how many more cases&quot; there could be, Dr. Fukuda said.<br />
<br />
Shanghai has seen new cases slow in the past 10 days in spite of more new cases elsewhere in the country, the city's health officials said. Shanghai has been well prepared and acted quickly and effectively, Dr Fukuda said.</div>

I want to start off by passing some information from the 1918 Spanish flu that hit this world for 3 years from early 1918 till mid summer in 1921. I had a great Uncle die from it after surviving the battles in the trenches of World War I.  He died on the way back aboard ship.<br />
<br />
Total number who died from the Spanish flu can only be estimated since the technology did not exist to know the true number of people who lived in any specific country.  Even the USA had problems getting a true head count in the 1920 census. <b><font color="#0000FF">The current estimated total world wide is between 60 and 100 million died by the Spanish flu.</font></b><br />
<br />
<b><font color="#0000FF">Examples of problems include:  </font></b><br />
<br />
Whole communities dying out or moving away from the affected areas. This included several western towns that were found with no surviving people in the spring of 1920 in Colorado, Idaho, Utah, etc. <br />
<br />
When excessive numbers of citizens had died (up to 5000), they were buried together in a common grave site.  Several are to be found in California, the Midwest, and New England areas; near and inside large cities, and towns. No records as to names were kept; since there was little time, nor people who could keep such records.<br />
<br />
<b><font color="#0000FF">Examples of individual stories of dying include:</font></b><br />
<br />
A 23 year old woman gets on the subway in New York City.  She starts to feel sick while riding.  A total time of 32 minutes goes by. At the end of 32 minutes she was found dead sitting in the car she had first entered,  until workers could remove her body.<br />
<br />
A St Louis 4th of July party was planned for 1919, and over 15,000 people attended. Even though they were warned - By the end of July 5000+ of those people who attend were dead of the flu.<br />
<b><font color="#0000FF"><br />
How did they stop the spread of the flu with little medical knowledge in 1918?</font></b><br />
<br />
   Well they learned to stay away from each other.  Business was handled at the door of the market or house.  Schools were basically closed for 2 years allowing the flu to run its course.  When people SIP (Stayed in Place) they survived.  Those who mingled with others, caught the flu. Over 12 percent died.  This is how milk and food delivery became common practice.<br />
<br />
<b><font color="#0000FF">TODAY:  </font></b><br />
<br />
We have (2) deadly flu viruses; that if they mutate 2 to 3 more times will be able to transmit via human to human,  passing the direct virus without birds.  As each mutation occurs the percentage of deaths does reduce.  <br />
<br />
The current problem is that H5N1 and H7N9 have a kill rate of over 50 percent with the best medical care available.  The Spanish flu had a kill ratio of about 12 percent.  If the 2 virus mutate they should drop their kill ratio according to several CDC studies down to between 25-30 percent.  That means that by current studies:<br />
<br />
1.  The new flu will spread world wide within 2 weeks due to rapid travel. It could spread before the first case is known. These Bird Flu viruses can take up to 2 weeks before symptoms start.<br />
<br />
2.  The infrastructure to handle a new pandemic will over stress the medical system in all countries.  A CDC study indicated that a N5H1 pandemic would allow treatment of about 3 percent of the population before total breakdown of the medical system. <br />
<br />
3.  With our current supply system of having only 3 days of food on hand; within 3 weeks  a transportation system shutdown will occur.  All food markets will be abandoned.  Major riots will occurred outside all hospitals, and in most cities.  <br />
<br />
Martial Law will be declared by the Government, but have little to no effect. (The troops will be looking to home by the time they are called in to help).  Expect the troops to revolt, and go home.  Within 4 weeks, no electrical power or water supply will work, due to the loss of workers. <b><font color="#0000FF">People will leave the cities in mass within 6 weeks do to the lack of food and water.</font></b><br />
<br />
4.  Does this sound like a horror movie?  Well in an exercise I attend in April 2006, that was run by the government and the CDC this was the result.  Government intervention was always too little and too late.  One official told me that this was the 4th gaming site he attend since (2004), and they all had the same ending.<br />
<br />
5.  A major CEO of a Major Wall Street Firm upon reviewing all this information, in 2005; did some direct action for his extended family.  He retired, moved his family high into the mountains on a 22,000 acres ranch, and has supplies on hand for over a century. He got members of specific areas of society to join him including medical, security, farm/ranch management, etc. He gave up a multi-million dollar job to start a SIP program fro his family....<br />

<br />

<br />
4.  (SIP)  Establishing a decontamination site in-side your home. <br />
<br />
5.  (SIP)  Establishing a SICK ROOM, and How to Use/Maintain it.<br />
<br />
6.  (SIP)  What to do when the local infrastructure begins to come apart.<br />
<br />
7.  (SIP)  How you can survive the 3 cycles of this Pandemic in a city.<br />
<br />
8.  (SIP)  Reestablishing local civilization after the Pandemic has disappeared.<br />
<br />
<br />
This is a lot of writing I will do so that the information I have from several years working with Medical, Education, and Government sectors on these basic 8 steps to survive a Bird Flu Pandemic. Expect it to take about one lesson every 5 days with the first one out this Saturday or Sunday.</div>

Current update April 24th 2013: <b><font color="#0000FF">A new bird flu strain that has killed 22 people in China is &quot;one of the most lethal&quot; of its kind</font></b> and transmits more easily to humans than THE now famous H5N1 strain that has killed hundreds since 2003, a World Health Organization (WHO) expert said on Wednesday. The H7N9 flu has infected 108 people in China since it was first detected in March, according to the Geneva-based WHO.<br />
<br />
An international team of scientists led by the WHO and the Chinese government is conducting investigations in China, but said they were no closer to determining whether the virus might become transmissible between people. &quot;The situation remains complex and difficult and evolving,&quot; said Keiji Fukuda, the WHO's assistant director-general for health security.<br />
&quot;When we look at influenza viruses, this is an unusually dangerous virus for humans,&quot; he said at a briefing.<br />
<br />
Bird flu strain - H5N1 - has killed 30 of the 45 people it infected in China between 2003 and 2013, and although the H7N9 strain in the current outbreak has a lower fatality rate to date, Fukuda said: &quot;This is definitely one of the most lethal influenza viruses that we've seen so far.&quot;<br />

The new strain of bird flu (N7H9) has killed 17 people in China and 2 in England has been circulating widely &quot;under the radar&quot; and has acquired significant genetic diversity that makes it more of a threat, scientists said on Friday.<br />
<br />
Dutch and Chinese researchers who analyzed genetic data from seven samples of the new H7N9 strain say it has already acquired similar levels of genetic diversity as much larger outbreaks of other H7 strains of flu seen previously in birds.<br />
<br />
&quot;The diversity we see in these first few samples from China is as great as the diversity we have seen with a large outbreak in the Netherlands several years ago and one in Italy,&quot; said Marion Koopmans, head of virology at the Dutch National Institute for Public Health and the Environment, who worked on the study as part of a nine-member team.<br />
